The Colorado General Assembly enacted the Water Conservation Act of 2004, which requires all municipal water providers to prepare a Water Efficiency Plan to be eligible to receive state grants and loans. Plans must consider a 10-year planning horizon and be renewed every seven years. The Town of Severance’s 2026 Water Efficiency Plan (WEP), presented in this document, covers the years 2026–2035 and serves as an update to the 2017 plan.
