Comprehensive Plan
 

The Town’s Comprehensive Plan is a plan for the short-term and long-term growth and development of Severance. It is designed to be used by Town officials, staff, and citizens as a set of policies to guide community development decisions, to assist with community facility budgeting, and as a tool to guide future development of residential, commercial, employment, cultural, and educational opportunities for the residents of Severance.

For a comprehensive plan to function as an effective advisory tool, it is necessary to have the capability to respond to changing conditions such as increased population and demand for public services, housing supply, legislative policies, technological development, economic circumstances, and other issues our citizens believe to be relevant.  The purpose of the Severance Comprehensive Plan is to provide a road map for the future of the community and preserve our Town’s quality of life, rural atmosphere, and small-town feel.

Transportation Master Plan


The Transportation Master Plan is a guiding policy document for the Town of Severance’s transportation system. Some of the key topics addressed by the Transportation Master Plan include streets, regional travel, transportation demand, as well as management of these items. Severance is a community with many drivers, residents, businesses, and visitors who have various transportation priorities. The Town of Severance is strategic in how it plans its transportation system focusing on a safe and reliable multimodal transportation network for all residents, visitors, and employees to further establish Severance's culture, character, and competitiveness while encouraging healthy living and protecting the environment. 

Corridor Plan
 

The E. Harmony Road/WCR 74 and 1st Street/WCR 23 Corridor Plan builds upon recent efforts to beautify the Town of Severance. This document provides a strategy for achieving a cohesive design approach for the two corridors (although the designs differ among segments within each corridor according to its context and function). The two corridors are divided into segments that vary by design theme, right-of-way width, street width, speed limit, setbacks, and how bicycle traffic is accommodated. The objective is to slow traffic down as it approaches and goes through Old Town and the street environment becomes more pedestrian and bicycle friendly.

Parks Master Plan 

 

In the summer of 2016, the Town of Severance embarked on the development of the community’s first parks master plan. The Plan establisheda five year plan informed by community input, demographic analysis, review of existing parks and trails, and future land use plans and policies.

County Road 74 Access Control Plan 


Weld County Road 74/Harmony Road is a key east-west corridor connecting Interstate I-25 to the west, to State Highway 85 to the east. In Weld County, the corridor travels through the incorporated municipalities of Windsor, Severance, and Eaton. This plan will focus on the approximately 11-mile section of County Road 74/Harmony Road between State Highway 257 to the west, and County Road 39 to the east. This section of the corridor is split between three jurisdictions; Eaton, Severance, and Weld County.
