Town Provided Utilities
The Town of Severance provides water, wastewater, stormwater, and transportation utility services for residential and commercial properties. Utility accounts are billed monthly on the last business day of each month, and payment is due on the 15th day of the following month.
Payments may be made by one of the following methods:
- Pay your bill online at Xpress Bill Pay
- By mail addressed to the Town of Severance, P.O. Box 339, Severance, CO 80546.
- In-person at Severance Town Hall.
- After hours, you may leave payments in the drive-up utility bill drop box on the north side of Town Hall.
Delinquent Balances and Disconnection of Service
Utility bills are always due on the 15th day of each month.
An account's unpaid balance on the 16th day of the month will be subject to a 3% penalty charge.
Accounts with an outstanding balance from the prior billing cycle will receive a delinquency notice by mail, informing them of the pending disconnection of their utility service. A late charge fee of $15.00 will be assessed for this notice, which will state the amount due with the final payment/shut-off date.
If payment is not received 24 hours before the shut-off date, the Town will place a notice on the property indicating the total amount due and the date and time the shut-off will occur. This notice will be assessed a Red Tag fee of $30.00.
When service is disconnected, the account may be subject to a reconnection fee of $100.00. The total account balance must be paid before utility services will be restored.
Residential Water Rates
Water meters are read each month (generally on the 20th day) to determine your monthly water usage.
Please note that the residences in the subdivisions of Belmont Farms, Bridal Hill/Saddler Ridge, Casa Loma, Golden Eagle Acres, Hidden Valley Farm, and Soaring Eagle Ranch receive their water from the North Weld County Water District.

- $37.59 base fee.
- $8.75 per 1000 gallons up to the allotment or $16.99 per 1000 gallons after exceeding the annual allotment.
Please note: Additional water surcharges will be applied to accounts that exceed their designated usage classification. The annual water allotment is from the November billing period to the October billing period of the following year. The allotment on your account may vary due to the classification of your property's usage.
- The water allotment for a standard tap in the Tailholt Subdivision with a non-potable dual system is 61,500 gallons per property.
- The water allotment for a standard tap in the Hunters Crossing, The Overlook, Severance Reserve, and Severance Shores Subdivisions with a non-potable dual system is 68,333 gallons per property.
- The water allotment for a standard tap for the attached single-family homes in Sunset Ridge is 68,333 gallons per property.
- The water allotment for a standard tap in all other town-provided subdivisions is 205,000 gallons per property.
Residential Wastewater (Sewer) Rates
Rates are calculated each March based on the account's average water usage during the December, January, and February billing cycles. Typically, these months have limited irrigation, so they best reflect the amount of water processed through the wastewater system. The base wastewater fee applies to the first 5,000 gallons. The surcharge will be assessed when an account's usage exceeds the three-month average allotment of 5,000 gallons per month. Monthly rates will be calculated and charged based on the three-month average each month, until the next assessment year.
Please note that residences in the subdivisions of Belmont Farms, Casa Loma, Golden Eagle Acres, Settlers' Landing, and Soaring Eagle Ranch are serviced by septic systems. Residences in the Bridle Hill/Saddler Ridge subdivision are part of the Saddler Ridge Metro District.

- $37.56 minimum per month base fee for the first 5000 gallons, and then $4.17 per every additional 1,000 Gallons or 1 Kilogallon (Kgal) average used.
Residential Stormwater Fee
This fee is collected in order to fund the operation and maintenance of the Town of Severance's stormwater system. It is not a tax but a service fee. All utility customer properties are billed a stormwater fee on a monthly basis.
- $6.25 per month.
Residential Transportation Utility Fee
This fee will be restricted to funding capital improvements of the town's transportation system. It is not a tax but a service fee. All utility customer properties are billed a transportation fee on a monthly basis. The Town Council established this fee within the 2024 Adopted Budget and Resolution 2023-51R.
